Application process
Confirm fit with program officer; complete intake/application; submit documents and financing plan; respond to due diligence; receive approval/conditions; sign agreement; claim/disburse funds and report

Owner equity: 30% Level 1 communities; 20% Level 2
Collateral and credit: No conventional collateral; project/viability review
